Intersect administration services for 2026

At Intersect, it is one of our key goals to ensure that approved budget proposals translate into real outcomes. Intersect’s Administration Service exists to support this process - providing structured oversight, transparent reporting, and ongoing coordination between vendors and the community.
What is the Intersect administration service?
Intersect’s administration services provide operational support for Vendors that choose Intersect to administer their contracts when receiving funding for these projects from the Cardano Treasury budget and governance processes. These services are designed to support vendors, governance participants, and the wider community, ensuring that funded work progresses smoothly from on-chain approval through to project completion.
Our role includes writing the legal contract, creating the smart contract, overseeing project milestones, maintaining a good relationship with vendors, verifying deliverables, and providing regular transparent reporting so that the community can track the progress of funded projects.
By acting as the operational bridge between governance decisions and project delivery, we help ensure that approved funding leads to measurable outcomes.
What value have these services delivered so far?
Since the launch of the administration function, Intersect has helped establish a structured and transparent approach to managing funded work.
In 2025, the administration service has delivered several key outcomes:
- No additional operational costs to vendors, keeping participation accessible across the ecosystem
- >325m ada of Treasury funds administered
- 45 funded projects across multiple initiatives
- Milestones monitored and verified throughout project lifecycles
- Quality assurance and oversight, ensuring milestone deliverables meet the expectations set out in approved proposals
- Transparent reporting and communications, keeping the community informed about progress and outcomes.
These efforts help ensure that funding decisions made through governance are supported by clear oversight, verification, and accountability.
Keeping administration accessible to the community
Accessibility and transparency are central to the way Intersect delivers its administration services.
We maintain open communication channels and transparent reporting so that community members can easily follow the progress of funded initiatives. This includes:
- Regular milestone updates on X
- Weekly updates
- Monthly milestone progress Reports
- Blogs covering any major changes or new initiatives
- 6-month progress report including commentary from our Vendors.
We also maintain an easy-to-use treasury dashboard where anyone in the community can view funded projects, track milestone delivery, and review the outputs associated with completed work.
This approach ensures that all stakeholders, from vendors to community members can access clear information about how funded projects are progressing.
What administration services do we offer?
Intersect’s administration function provides a range of services designed to support the successful delivery of funded initiatives.
-
Milestone Oversight and Verification - We oversee the submission and review of project milestones, ensuring that deliverables align with the acceptance criteria and deliverables outlined in the legal contract.
-
Vendor Support - Each funded project is supported through ongoing engagement with the vendor. Intersect maintains a consistent point of contact throughout the project lifecycle, helping vendors navigate milestone submissions, clarify requirements, and address any issues early.
-
Transparency and Reporting - Transparency is a core principle of the administration service. We provide regular updates and maintain public reporting that allow the community to monitor the progress of funded projects.
-
Treasury Dashboard and Milestone Tracking - Our treasury dashboard provides a simple and accessible interface where community members can review funded projects, see which milestones have been completed, and access the associated Milestone Acceptance Forms (MAFs).
-
Continuous Improvement Initiatives - We have been implementing improvements to our comms, dashboards and processes to make the experience easier for the Vendor and more transparent to the community.
We have also partnered with Appold to complete a holistic deep-dive review of our Administration Services to ensure we are providing the most robust, transparent and accountable services to the ecosystem. As per Appold’s feedback, they have evaluated Intersect’s first year of operation to be positive, highlighting the practical, secure and community-driven business model that we have built.
Introduction of administration fees
To sustain these services and continue supporting the ecosystem’s funding programs, Intersect will apply a small percentage fee administration fee to any new project we administer in 2026, taking effect from April 2026. This percentage amount will be confirmed in the coming weeks.
This fee enables us to provide the operational infrastructure required to support funded projects, including:
- Milestone oversight and verification
- Vendor coordination and support
- Transparent reporting and communications
- Maintenance of dashboards and tracking tools
- Improvement Initiatives
Importantly, the fee ensures these services can be delivered efficiently and sustainably, while remaining proportionate to the funding being administered. As the ecosystem scales and evolves, we need to be able to scale reliably and efficiently alongside the ecosystem so that we can continue to support our community.
How to access these services
Projects that are successfully approved through the ecosystem’s governance and budget processes can access Intersect’s administration services as part of the funding lifecycle.
Supporting a transparent funding ecosystem
Intersect’s administration services are designed to help the ecosystem move from approved proposals to delivered outcomes, and thereby provide benefits to the Cardano community.
