Welcome to Intersect’s Development Update #74. This week, Intersect’s core funding and the Open Source Committee’s proposals passed ratification, setting the stage for major initiatives over the next 12 months. Treasury withdrawals move from vote to delivery, Rare Evo kicks off in Las Vegas, Board elections edge closer with an upcoming X Space, and we announce Chinstrap Community as our new COSS Strategy Partner. Plus, updates from Enterprise Forum, our latest member spotlight, and new GovTool improvements.
Intersect passes the threshold, and proposals ratified!
Intersect’s core funding proposal has now been ratified, giving us a mandate to continue supporting Cardano’s coordination, governance, and technical infrastructure over the next 12 months! A huge thank you to our members who have supported us, and of course, to the DReps who have taken their time to review and vote on these proposals diligently.
We’re also proud to see the Open Source Committee’s budget proposal ratified, unlocking multiple initiatives such as maintainer/retainer programs, as well as a bug bounty focused on core Cardano. All of this is aimed at strengthening the network’s open source foundations.
With 30 proposals now approved and 9 more still open to vote on, the year ahead is set to be a transformative one for the network.
Voting remains open for all proposals submitted and administered by Intersect until the end of Epoch 576 (August 17, 2025). Members are encouraged to connect with their DReps, check voting activity, and ensure their voices are represented. You can find your DRep via the GovTool DRep Directory.
It’s worth noting that governance tools may display slightly different support percentages mid-epoch, as some track live stake while others use epoch boundary stake. Only the latter determines the official outcome, and figures align once the epoch boundary is reached.

Treasury proposal passed? Now what?
With treasury withdrawal proposals now passing or nearing the required 67% DRep threshold, many in the community are asking what happens next. The process unfolds in three key stages:
- Ratification – At the epoch boundary, votes are counted. If a proposal meets the 67% threshold and is confirmed constitutional by the Constitutional Committee, it becomes ratified, and voting closes.
- Enactment – One more epoch must pass before funds are transferred from the Treasury to the stake address named in the proposal.
- Administration – Intersect’s procurement team finalizes legal contracts and completes all KYC/KYB checks. Once approved, a vendor smart contract is deployed, outlining milestones, deliverables, and payment dates. Intersect, the oversight committee, must sign these, and the vendor must within 36 hours.
Once these steps are complete, the proposal moves fully into delivery under Intersect’s administration, with progress visible to the community on-chain. You can read more about this process here: https://bit.ly/POSTTWA

Our September Board elections mark a key moment in Intersect’s governance, with community representation expanding from two to four elected seats. The Board plays a central role in setting strategic direction, overseeing performance, and ensuring Intersect stays true to its mission.
Ahead of the election, we’re hosting a live X Space where you can hear directly from current Board members about their experiences, the challenges they’ve faced, and their hopes for the future. It’s an opportunity to understand the role from the inside, ask questions, and gain insight before the application period opens on 1 September.

Enterprise membership spotlight: SIDAN Lab
Based in Hong Kong, SIDAN Lab is building the foundational tooling that makes Web3 development on Cardano faster, easier, and more accessible. From launching MeshJS, a sidechain service-layer framework funded by Project Catalyst, to open-sourcing SDKs like Whisky (built in Rust with WASM/JS support), SIDAN is equipping developers with everything they need to build production-ready dApps.
As an active DRep and governance contributor, they also champion transparency, open standards, and localized developer education. With deep roots in infrastructure and community-building, SIDAN Lab continues to push forward practical innovations for a more scalable Cardano.
The Cardano GovTool Consortium extends its gratitude to all DReps who participated in reviewing and voting on the recent budget info action.
The outcome was strong, with ₳2.71B YES votes, representing 57% of active stake and 51% of registered DReps, alongside unanimous approval from the Constitutional Committee. With the proposal now officially approved, the Consortium remains committed to addressing the valuable feedback received over the past six weeks via X and rationale submissions.
In the coming days, a compiled overview of this feedback — along with a clear proposal for next steps — will be shared before submitting the follow-up treasury withdrawal governance action on-chain.
On the development front, a key improvement has been deployed to the mainnet in direct response to DRep input. This update introduces native support for pinning vote rationales to IPFS, making it easier and more reliable for DReps to share their reasoning transparently. The new feature incentivizes rational submissions and offers both downloadable and self-hosted options, further enhancing the governance experience.
