Welcome to Intersect’s Development Update #78. This week saw significant progress across delivery and governance: a total of 18 out of 37 Treasury Withdrawal Actions have now been successfully funded via vendor smart contracts, candidate registration has opened for the Intersect Board elections, and the fully elected Constitutional Committee is set to take its seat. We’re also preparing for upcoming community events, including the India/APAC Hackathon and TOKEN2049 Singapore.
It's been an exciting week for Intersect Delivery Assurance!
We're continuing to fund smart contracts, onboarding new vendors, and reviewing the first round of Milestone Acceptance Forms (MAFs) for the September milestone withdrawals.
As of September 5, a total of 18 out of 37 Treasury Withdrawal Actions have now been successfully funded via vendor smart contracts and are visible in the UI Dashboard here. Intersect and IO-related proposals will be prioritized at the back end of the process to ensure that other ecosystem vendors have an opportunity to receive funds first.
Additionally, 25 of 37 proposals have held a vendor induction with Intersect, walking through the processes behind establishing smart contracts and claiming milestone payments.
Many vendors have now also successfully withdrawn their first milestone kick-off payments, marking the start of the projects that the DReps voted on in the Treasury Withdrawal process. You can view the vendor smart contracts, upcoming milestones, and any completed withdrawals on the dashboard.
Vendors are already submitting evidence for their Milestone 2 payments. Once the Delivery Assurance team has conducted a review, the MAFs are uploaded as metadata on-chain. This provides a clear, transparent record that the community can verify.

The transactions will be visible as ₳0.0, and the MAF will be attached as a URL link within this metadata. Copy and paste the URL into your browser to view the evidence.

Candidate registration for the Intersect Board of Directors is now open! From September 1 to 12, paid members can apply to stand as candidates in this year’s elections.
This election marks a milestone in Cardano’s governance journey, as it expands the number of member-held seats from two to four. It’s a unique opportunity for passionate, community-driven members to help guide Intersect during one of the most critical phases in Cardano’s development.
In support of the elections, we thought it would be helpful for applicants to become familiar with the board. Specifically, just what does it take to be a board member of Intersect?

Explanations of this form are available on the Intersect Knowledge Base in several languages, including Spanish, Japanese, Sinhala, and Tamil; however, the form must be completed in English, as board meetings are conducted in that language.
Eligibility to apply
- Hold a paid Intersect membership (individual or higher)
- Be a natural person (you may also represent a legal entity)
- Be at least 18 years of age
- Consent to a background check (US requirement) if you get elected
- Demonstrate alignment with Intersect’s values of transparency, inclusivity, and decentralization.

An annual compensation of 35,000 USD, paid in monthly installments, is available to elected board members.
We encourage all members to participate. Together, we are stronger.
On Monday, September 1st, at the boundary between epochs 579/580, the governance action to replace the Interim Constitutional Committee (ICC) was ratified with 78.64% “Yes” votes from DReps and 61.23% “Yes” votes from SPOs.
This means the new, fully elected Constitutional Committee (CC) will officially take its place on September 6th, at the boundary between epoch 580/581.
That moment will also mark the final epoch for the ICC. We would like to extend our gratitude to everyone who served during this interim period, helping to maintain continuity and guiding the community through a significant transition.

This week, the Civics committee discussed addressing constitutional debt and potential amendment processes to reactivate delegate participation, as well as refining pathways for constitutional change. Members considered support for proposals, including resources such as deposits, co-proposals, or marketing support.
The committee also reviewed its recommendation regarding optional DRep compensation under CIP-1694, including a proposed grant structure for wallet providers to implement features that allow staking reward donations to DReps. The debate centered on eligibility criteria, the treatment of larger vs. smaller wallets, accountability for grant disbursement, and concerns around exclusionary practices in a permissionless ecosystem.
Next steps include refining the committee’s position on the constitutional amendment process and updating the current lists of SIP-compatible wallets to ensure potential grant eligibility.

First session of Community Town Square
Intersect will host the first Community Town Square on September 23rd at 12:30 p.m. UTC. This open Zoom forum is designed to provide members with a space to raise questions, share feedback, and discuss pressing issues related to governance and the budget process. The 1-hour session will feature brief updates, followed by a structured community Q&A.
This initiative reflects Intersect’s commitment to transparency, inclusivity, and active community participation in shaping Cardano’s future. With strong engagement expected, the Town Square is set to become a recurring platform for collective discussion and collaboration.

Enterprise Forum - Web3 in Focus
Session 3 of our Enterprise Forum: Web3 in Focus takes place on September 24th. Building on the success of the first two sessions, this discussion will highlight how enterprises are moving from architecture to execution, tackling challenges in infrastructure, compliance, and user experience.

The temporary issue with ada payments has been resolved, so members who wish to use that method of renewing their membership are welcome to do so.
September Town Hall
Our next Intersect Town Hall will take place on September 25 and will be live-streamed on YouTube. The session will cover a wide range of topics, including Budget updates, Board Elections, Clayverse, TOKEN2049 Singapore, and much more.

Enterprise membership spotlight: Vaka Consulting
Vaka is a Cardano-focused consulting and delivery partner that helps teams transition from concept to production with clear roadmaps, technical guidance, and hands-on implementation. Their work spans solution design, integration support, and developer enablement, aimed at accelerating time-to-value for builders across India/APAC, and beyond. In this cycle, Vaka is collaborating with ecosystem teams on practical adoption paths and sharing field insights with our community through forums and hackathons.
DRep Directory improvements
The DRep Directory is receiving upgrades to pagination, sorting, and search performance, along with bug fixes for search scope issues. These updates will soon be deployed across preview, preprod, and mainnet, improving discoverability and the overall delegation experience.
Governance Actions search overhaul under testing
A new governance actions browsing experience is in final testing. It replaces category-based pages with an outcomes-style interface and contextual filters, while removing carousels for a cleaner, more consistent layout. Rollout is expected in the coming days.
Governance Tools WG progress
This week’s Governance Tools Working Group focused on making DRep activity history more accessible, especially for ada holders. Key ideas included double sorting for clarity (thanks @jonahkoch). You can review the discussion on the Miro board, watch the meeting recording, and explore the proposed roadmap. Following the recent Info Action approval and pending Treasury Withdrawal, an off-chain proposal has been submitted for feedback. Comments are welcome in the GovTool forum or on the X tag @cardano_govtool.
