Welcome to Intersect’s Development Update #88. This week’s report leads with the news that a snap constitutional committee election has been called. We also reveal the official results of the Q4 committee elections, and the latest from Delivery Assurance, Open Source, member engagement, and the broader ecosystem.
Much of the Intersect team has also been on the ground at the Cardano Summit, contributing to talks, workshops, and community sessions throughout the event. It has been an energising week across the ecosystem, and we look forward to sharing a full Summit Special in next week’s report.
Snap Election to Maintain Constitutional Committee Continuity
Last week, Constitutional Committee (CC) member Cardano Atlantic Council announced their retirement, effective November 25, 2025. As the CC plays a crucial role in confirming or rejecting governance actions under the Cardano Constitution, maintaining the required minimum committee size is essential to the continuity of on-chain governance.
To uphold the protocol parameter committeeMinSize (currently set at seven), Intersect will facilitate a snap election to fill the upcoming vacancy. This accelerated process ensures the community can quickly elect a new CC member and avoid any disruption to the governance actions pipeline.
Candidate registration opens Monday, November 17, at 12:00 UTC, with a condensed campaign period followed by voting on Ekklesia from December 1 to December 5. After an audit of the results, Intersect will submit the Governance Action on-chain on December 8 to confirm the elected member.
Applicants may stand as individuals, consortia, or companies, with Proof of Life required to appear on the ballot. Full criteria and guidance will be published on the Intersect Knowledge Base.

Intersect Committee Elections: Results and Verification
The 2025 Q4 committee elections have now concluded, with 293 members participating and casting more than 5,000 ballots across 8 committees. This is a strong result for both Intersect and the wider Cardano community, reflecting the growing maturity of decentralized governance. Our sincere thanks go to all participants, including every candidate who put themselves forward, every voter who engaged thoughtfully, and everyone who contributed to the discussions across Discord and X.
All elected candidates have been contacted with onboarding information, and the full results are now published.

Verification of results
Intersect engaged Dquadrant to conduct an independent audit of the votes between the close of voting on November 7 and the announcement of results on November 14. Dquadrant is a Netherlands-based Web3 and enterprise software firm that has been active in the Cardano ecosystem since 2017 (public launch 2021).
Dqadrant performed a tally and reconciliation of all valid votes by candidate, then compared these totals with Intersect’s internal results.
An outline of the audit process:
- Input data - Dqadrant receives vote exports (CSV & JSON) by position and records cryptographic hashes.
- Schema validation - Each voting record for each candidate must contain at least member_id, membership_type, membership_buy_date, and voting_date.
- Eligibility checks - Membership status is verified, and its purchase date must precede the registration cutoff.
- Timing verification - All votes must fall within the authorized voting window.

Intersect’s Delivery Assurance teams continue to oversee vendor progress across all treasury-funded projects using the new smart-contract framework for milestone verification. This framework ensures that every deliverable, review, approval, and payment is recorded transparently on-chain, creating a transparent and auditable trail for the community and strengthening accountability across the ecosystem.
As part of this process, Delivery Assurance conducts structured reviews of each milestone, working closely with vendors to validate outputs, confirm alignment with agreed scopes, and ensure that work meets the quality and technical standards expected for Cardano’s open-source infrastructure. Approved milestones automatically trigger smart-contract-controlled payments, providing a secure and reliable funding mechanism that removes manual intermediaries and reduces operational overhead.

This week, Christian and Tex joined the Intersect team at the Cardano Summit in Berlin. They also gave a Masterclass on everything Open Source Office, introducing a change in theme from cowboy culture to space and terraforming.

Enterprise Spotlight: SIDAN Lab
SIDAN Lab is a Hong Kong–based blockchain research and development studio focused on building open-source infrastructure for the Cardano ecosystem. Through their “Whisky” Rust SDK suite and related tooling, they provide developer-friendly libraries for DApp development, backend integrations, and ecosystem tooling. Alongside this, they operate a stake pool and DRep, consistently emphasising transparency, public governance participation, and open community engagement. Their activity dashboard and regular posts demonstrate steady contributions across technical development, governance, and ecosystem education.
For Intersect, SIDAN Lab represents a strategically aligned builder whose technical focus and governance ethos complement our priorities in developer advocacy, open-source growth, and tooling reliability. Ongoing observation of their SDK maturity, release cadence, and community adoption may present opportunities for deeper collaboration—particularly around workshops, joint ecosystem events, or integration into Intersect’s Developer Advocate Program.
