Intersect update report #102, March 13, 2026

Welcome to Intersect’s update #102.
This week, the latest on the van Rossem upgrade to the Cardano node, ongoing developments on the governance front, vital information for DReps on voting in the 2026 budget process, and upcoming community X Spaces.
There’s also information on the Virtual Hub following its success in the 2025 Annual Members Meeting, as well as the Civics Committee update.

Cardano Node 10.7.0
- Target release within one week
- Benchmarking is not considered to be a hard blocker for a pre-release
- The intent is to upgrade the Preview network to 10.7.0 as soon as a stable pre-release is available
- DBSync version that is compatible with 10.7.0 version of the node is expected soon after the node is released
- Mainnet hard-fork-ready candidate release – expected integration point for ecosystem tooling
- Will be used to fork Preview, PreProd and then Mainnet
Dependent on performance results and integration testing, further minor releases may follow
Upgrading to 10.7.0
Release of Cardano node 10.7.0 will form the foundation for future ecosystem upgrades. This will be a major Cardano node release containing new features in addition to the hard fork capabilities. Expect iterative improvements beyond 10.6.x.
Once released, the ecosystem should begin integrating this node into their tooling. This integration and ecosystem testing are key for any major version release.
Meeting cadence and communications
Starting this week, the Hard Fork working group will be meeting weekly to maintain momentum as integration nears completion and the overall readiness increases.
To further increase reach, the group will begin to hold regular X spaces, each Thursday, started this week. The second one is to be held on March 12 at 3:30pm UTC.

The Civics Committee met on March 12 to progress several important governance and operational items ahead of a busy budget and election period.
The focus of the meeting was the committee’s 2026 budget direction. Members discussed a proposed initiative primarily focused on governance education workshops and recurring constitutional committee election-related costs. The intention is to keep the proposal focused, realistic, and well-supported, while avoiding an overly broad or high-risk budget proposal. A committee vote approved this direction with six votes in favor and one against.
The discussion also highlighted a broader principle: where possible, work funded through committee budgets should be open, clearly specified, and structured to allow fair procurement or community delivery, while recognizing that some core functions should still be handled directly by Intersect staff or the committee itself.
Two working groups also shared their updates. The Constitutional Amendment Process (CAP) Working Group reported that the scope of the CAP editor role is close to finalization, with a vote expected next week. The Governance Education Working Group is continuing to organize resources and develop its work further, with collaboration expected to grow over time.
A final point was raised regarding the recent committeeMinSize parameter discussions. Members agreed that this was an important issue for governance stability, but decided to continue discussing it and will return to a vote at a later meeting.
Recently closed governance actions
Status: No governance actions expired or were ratified since last week's update. On March 5, Intersect submitted a new Info Action outlining the proposed framework for how the Cardano ecosystem budget process may be structured and facilitated for the 2026 cycle and beyond.
1. Net Change Limit of 300 Million ADA for Epochs 613–713
The Net Change Limit Info Action that proposed an NCL of 300 million ada for the period covering epochs 613-713 came to an end this week at the boundary of epoch 617/618. The Cardano Blockchain Ecosystem Constitution (v2.4) Guardrail TREASURY-01a requires an NCL proposal to have reached a DRep approval threshold of greater than 50% of the active voting stake. With 44.15% approval, this proposal did not reach this threshold and has now expired. 6/7 Constitutional Committee votes were submitted, with each providing feedback on the proposal.

In the coming weeks we will share a six-month report on progress made by vendors currently administered by Intersect. It brings together project updates from across the ecosystem, giving the community a clear picture of what has been delivered over the past six months.
The Budget committee debated and resolved a thorny issue this week: the exact method to count participation in the Ekklessia poll for the upcoming 2026 budget process. After careful deliberation, the committee settled on three rules regarding calculation.
- ONLY DReps who have signed in to Ekklessia and cast a yes or no vote on at least one proposal contribute to the participating stake calculation of the poll.
- ONCE a DRep casts a yes or no vote on at least one proposal, their stake is included in the participating stake calculation for all proposals in the poll.
- WHEN a DRep casts an abstain vote their stake amount is subtracted from the total participating stake for that proposal.
With these three rules in place, Ekklessia will act exactly as on chain voting does. DReps, please take note: if you vote yes or no on any single action, your ada stake will count as no for all other proposals. Please cast your vote on each proposal, or intentionally cast abstain if you do not wish to weigh in on any particular proposal.

Intersect continued to work on increased transparency and communication across the ecosystem, including these weekly updates to make committee, working group, and governance activity easier to track.
We are putting extra effort into providing clearer updates ahead of the 2026 budget process, with a focus on helping members understand upcoming decisions and how to participate.
Recent work has also included expanding use of the Virtual Hub for live sessions and Town Squares, following its successful use during the 2025 Annual Members Meeting, and preparing further community discussions to support awareness of current governance topics.
These improvements are part of ongoing work to make participation in Intersect and Cardano governance more accessible and easier to follow.
